April 14, 2021, Regular City Council Meeting Minutes

The regular City Council meeting of the Mazeppa City Council was called to order at 6:01 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present:             Mayor Chris Hagfors. Council Persons Steve Liffrig, Mike Hammes and Jeff Nelson.

Others Present:  City Attorney Luke Lamprecht, City Administrator Clerk Karl Nahrgang,   Matt Mohs from Bolton and Menk, John Clemens, Helen Reiland, Nate Arendt, Elizabeth Deming from Lamprecht Law, Wabasha County Sherriff Patrol Sargent Keith Fratzke, Fran Reuter, Jason Klein, and Tim Sanborn.

Attending via electronic meeting:   Councilperson Erica Young, Pam Clink, Bob Josselyn, John Clemens, Holly Galbus from the News-Record, and Jessica Gusa from the Wabasha County Assessor’s Office

Motion by Nelson, second by Hammes to approve the agenda and addendum. All in favor, none opposed. Carried.

Motion by Nelsons, second by Liffrig to close the regular Council meeting open Board of Equalization Hearing. All in favor, none opposed. Carried.

Regular meeting closed and Board of Equalization Hearing was convened at 6:02 PM.

Brief explanation of purpose of the B.O.E. meeting and the responsibility of the Board of Equalization.

Parcel R23.00064.03, R2300066.00, and R23.00240.00. Owner questioned if the description contained a mistake and if that mistake was a double count of the land and thus responsible for the increase in the valuation. Ms. Gusa form Wabasha County explained that the value is determined by measurements of the property and the value of the structure. The tax description is not a determining factor. No challenge to valuation was made.

Parcel R23.00204.00. Owner challenge to increase in taxable value. Land is unimproved lots. No electrical, sewer stubs, septic, or water stubs are available to this property. Ms. Gusa explained method of appraisal.

Motion by Hammes, second by Nelson to not change 2021 valuation. All in favor, none opposed. Carried.

Parcel R21.00139.00. Owner challenged value because of proximity to a bar and to multi-family housing. Board acknowledged proximity issues and that the valuation reflects the difficulties of being next to other types of housing or business.

Motion by Hammes, second by Nelson to not change 2021 valuation. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to close Board of Equalization meeting. All in favor, none opposed. Carried.

Meeting closed at 6:45 PM.

Electronic meeting was re-set and participants re-admitted.

Motion by Nelson, second by Hammes to re-open the regular Council meeting. All in favor, none opposed. Carried.

Regular meeting re-opened at 6:52 PM.

Motion by Nelson, second by Liffrig to approve the March 10, 2021 Regular City Council meeting minutes and the March 31, 2021 Emergency meeting minutes. All in favor, none opposed. Carried.

Wabasha County Sherriff’s Patrol Sargent Keith Fratzke presented the monthly Incident Command Report. A discussion of follow-up on a nuisance property cleanup and incidents of speeding and traffic not observing the stop signs along 4th Ave. NE.

A brief report on Public Works was presented by Administrator Clerk Karl Nahrgang.

A Fire Department written report was submitted and reviewed by Council.

Mazeppa Municipal Liquor Store update was given by MMLS manager Heather Groby.

City Engineering update was given by Matt Mohs of Bolton & Menk.

Motion by Nelson, second by Hammes to schedule a working session for May 5, 2021 at 6:00 PM. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to schedule a public hearing to discuss WWTP costs for May 12, 2021 at 6:00 PM. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to approve Resolution 21-08 for a quick plat to split Parcel R23.00283.63. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to approve building permits MZ21-03, Jason Klein/Axle Doctors – siding and windows. MZ21-02, Bill Hayes – 2nd garage/auxiliary building. All in favor, none opposed. Carried.

Zach Hofius presented his proposed Sea Scout Quartermaster project at Walking Bridge Park to the Council. His time frame would be to complete the project during the 1st half of June 2021.

Motion by Nelson, second by Liffrig to approve project at Walking Bridge Park and provide funding for materials. All in favor, none opposed. Carried.

Discussion of parking issues around MMLS. City administrator and engineer will discuss option to bring to Council.

Request for tractor pull dates. Pulls will start between 10:00 and 10:30 AM pending weather conditions.

Motion by Nelson, second by Liffrig to schedule tractor pulls at Herb Vik Park for Sunday, July 11, 2021, Saturday, August 14, 2021, and September 11, 2021 with sponsor providing proof of insurance to Mazeppa City Hall. All in favor, none opposed. Carried.

Jason Klein asked the Council to support keeping the SRO program active at the Mazeppa site of Zumbrota Mazeppa Schools.

Motion by Nelson, second by Hammes to approve the updated zoning map and Ordinance 21-01 adopting the new zoning map. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to approve summary publication of Ordinance 21-01 zoning map. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to approve Resolution 21-09 for a 1-day charitable gambling permit to Mazeppa Lion’s Club for July 10, 2021. All in favor, none opposed. Carried.

Motion by Nelson, second by Young to approve moving forward with 1st Ave. sidewalk project with quote from M & M Masonry for $56,500. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to pay the bills and claims. All in favor, none opposed. Carried.

Motion by Nelson, Second by Liffrig to recess until May 5, 2021 at 6:00 PM for a working session. All in favor, none opposed.  Carried.
