Meeting Minutes

Monday, April 21, 2025

The Working Session of the Mazeppa City Council was called to order at 6:13 PM by Mayor Chris Hagfors.

The Pledge of Allegiance was said.

Present: Mayor Chris Hagfors. Council Persons Steve Liffrig, Michael Hammes, and Dustin Wiebusch.

Others Present: City Engineer Matt Mohs, City Attorney Luke Lamprecht, Matt Sveen, Barb Sveen, John Clemens, and City Administrator-Clerk Karl Nahrgang.

Absent: Councilperson Erica Young.

Motion by Wiebusch, second by Liffrig to approve the agenda. All in favor, none opposed. Carried.

Matt Sveen of M-B Properties explained his proposal to the Council for development at the south end of Valleyview Manufactured Home Park. He would like to add another row for “double wide” homes south of the current end row. This project would require changing the current configuration of 4th Ave. NE that currently runs across the south end of the property. The project would include squaring the east-west section of the current road and moving it south to accommodate the new row of homes. He would be willing to contribute funds to the construction of 4th Ave. NE.

Mr. Sveen is asking the City to provide a timeline for rebuilding 4th Ave. NE within the platted right-of-way and information from the City’s Drainage Study to apply the information to project engineering to move the water though the area’s natural watershed.

City Engineer Matt Mohs said that he would share the calculations from the stormwater resiliency study that was completed by Bolton and Menk that would. This would include information about downstream culvert capacity, the science of rainfall, sustainable modeling, and durability due to the projected increase in precipitation due to the potential effects of climate change.

Council stated that future capital planning had a project of this type in the future in 2027 or 2028. The City is working to estimate the cost of moving 4th Ave. NE to the platted right-of-way. Some costs of the project will remain uncertain until a stormwater plan across the property is provided. Other questions that may be dependent on a stormwater plan for the site will be 4th Ave. access to the private road that M-B Properties would install and if the access to the park from Chestnut street would be removed or changed to accommodate stormwater.

Mr. Sveen discussed his plan to install a new storm shelter on the site of the barn currently on the manufactured home park property. He asked if Council knew if the barn is recognized as a historic site.

Mr. Clemens asked to be recognized and stated that the barn sits partially in 4th Ave, NE right-of-way.

Motion by Liffrig, second by Hammes to recess the meeting. All in favor, none opposed. Carried.
