August 11, 2021, Regular City Council Meeting Minutes

The regular City Council meeting of the Mazeppa City Council was called to order at 6:02 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present:             Mayor Chris Hagfors. Council Persons: Erica Young, Jeff Nelson, Mike Hammes, and Steve Liffrig.

Others Present:  City Attorney Luke Lamprecht, City Administrator Clerk Karl Nahrgang, Public Works Director Scott Ellingson, Fire Chief Bryce Dohrn, Jeff Somerfield, Wabasha County Sherriff Rodney Bartsch. Chief Sherriff’s Deputy Jim Warren, City Engineer Matt Mohs, Elizabeth Deming from Lamprecht Law, Mike Marsh, Helen Reiland, John Clemens, Mike Papenfuss, Missy Papenfus, Stephanie Klein, Andrew Piva, and Jane Hanson.

Motion by Hammes, second by Liffrig to approve the agenda. All in favor, none opposed. Carried.

Motion by Nelson, second by Young to approve the July14, 2021, Regular City Council meeting minutes and the August 4, 2021, City Council Working Session minutes. All in favor, none opposed. Carried.

Wabasha County Sherriff’s report was given by Wabasha County Sherriff Rodney Bartsch. Gave brief history of the hours and pricing structure currently used for client communities in Wabasha County. He explained that the spike in July hours dedicated to the community was to encourage calm during the Mazeppa Daze celebration.

Public Works Director Scott Ellingson presented the Public Works report.

Motion by Hammes, second by Nelson purchase a new zero turn Hustler mower from Moto Proz for $9249. All in favor, none opposed. Carried.

Fire Chief Bryce Dohrn presented the Fire Department report. Council asked Chief Dohrn about his thoughts on the Fire Hall Roof. He listed the issues with the current configuration. He also requested to install poles and cable infrastructure for the Mazeppa Daze firefighter water fights at Herb Vik Park. Materials and labor to do so would be donated.

Motion by Hammes, second by Nelson to allow the Mazeppa Fire Department to install structure for Mazeppa Daze firefighter water fights at Herb Vik Park. All in favor, none opposed. Carried.

Motion by Young, second by Nelson to table action on Firehall roof until confirmation of material prices in the older quote for replacement. All in favor, none opposed. Carried.

City Administrator-Clerk Karl Nahrgang. Presented the Mazeppa Municipal Liquor Store report.

Motion by Nelson, second by Young to approve the 2022 Mazeppa Municipal Liquor Store customer appreciation event for Saturday, May 21, 2022, and allow MMLS management to book the band. All in favor, none opposed. Carried.

City Engineering update was given by Matt Mohs of Bolton & Menk.

Motion by Nelson, second by Young to approve Roadbotics to create road rating for repair and maintenance program on City streets. All in favor, none opposed. Carried.

Motion by Hammes, second by Liffrig to approve Bolton and Menk to prepare project cost estimates for potential road projects for Capital Improvement Plan. All in favor, none opposed. Carried.

Motion by Nelson, second by Young to approve hiring Mike Bubany to create funding model for the City of Mazeppa. All in favor, none opposed. Carried.

Motion by Nelson, second by Young to approve holding a disc golf tournament on October 9, 2021, at the Herb Vik Park disc golf course pending proof of event liability insurance. All in favor, none opposed. Carried.

Eva VandeWalker asked Council who owned Herb Vik Pak. Administrator Clerk Nahrgang stated that the City owns the park.

Motion by Young, second by Nelson to approve building permits; MZ21-18, Sveen Properties/Building Design Systems – re-side. MZ21-17, Jason and Crystal Hughley – finish basement. MZ21-16, Michael Walton – remodel/plumbing. All in favor, none opposed. Carried.

Mike Marsh of M & M Masonry answered questions about the sidewalk specs. Expansion joint material is used at the points the sidewalk meets driveways, every 60 feet a sawcut joint (sawed completely though concrete), 60 inches wide, 1% cross slope, and 6 inches deep at driveway cross points.

1st Reading of ordinance 2021-02 Adopting New Ordinance under Chapter 16.1of the Mazeppa City Code by adding a new section 14 entitled “permit parking only of 2nd Ave. SW and Pine St. SW”.

Motion by Nelson, second by Hammes to approve the Administrator-Clerk employment contract. All in favor, none opposed. Carried.

Motion by Hammes, second by Young to appoint Erica Young, Chris Hagfors, Stephaney Klein, Shannon Fitzgibbons, and Lindsay Wiebusch to the Parks and Recreation Committee, and Mike Hammes as alternate. All in favor, none opposed. Carried.

Motion by Young, second by Hammes to approve Resolution 21-23 approving the sale of real estate located within lots 1, 2, 3, and 4, Block 26 in the City of Mazeppa to 2nd Oldest Artic Cat Dealer, LLC. All in favor, none opposed. Carried.

Motion by Hammes, second by Nelson to approve Wabasha County maintenance contract with the City of Mazeppa for $3034.59. All in favor, none opposed. Carried.

Motion by Young, second by Nelson to set a Public Hearing on September 8, 2021, at 6:00 PM on the updated Land Management Ordinances. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to approve License Agreement with the Mazeppa Area Historical Society to display historical items on the City owned property adjacent to the MAHS building. All in favor, none opposed. Carried.

Motion by Nelson, second by Young to pay the bills and claims. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to adjourn the meeting. All in favor, none opposed. Carried.
