City Council Working Session Meeting Minutes
Tuesday, February 1, 2022
The City Council working session meeting of the Mazeppa City Council was called to order at 6:02 PM by Mayor Chris Hagfors.
Pledge of allegiance was said.
Present: Mayor Chris Hagfors. Councilpersons: Erica Young, Steve Liffrig, and Mike Hammes.
Others Present: City Administrator Karl Nahrgang, City Attorney Luke Lamprecht, and Elizabeth Deming from Lamprecht Law.
Motion by Young, second by Hammes to approve the agenda. All in favor, none opposed.
Follow up on options for 4th Ave. NE and Chestnut St: City engineer drafted a low-cost option for building the road in the right-of-way. Discussions were had with landowner after the results of votes regarding this area at the January 12, 2022 meeting. No updated request for removal of easement for the current 4th Ave. had been received by meeting time.
Change of zoning for this area will wait for an updated request to vacate current roadway easement.
Discussion of Council resignation. 2020 election abstract was reviewed. Candidates that ran for Council and Mayor were discussed as potential appointee to fill the remainder of Mr. Nelson’s elective term. The merits of appointing other individuals that serve as appointed members of committees as potential candidates to fill the remainder of Mr. Nelson’s term were discussed also. A separate resolution will have to be drafted to appoint Council members to the committees that Mr. Nelson served. Materials to swear in the appointed person will be needed for the meeting also.
Open discussion: Automobiles parked on City property without permission. Nuvera will be upgrading telephone/data lines in the community staying in their current easements. Staff evaluation progress and strategies to improve efficiency with changes in responsibility and scheduling.
Motion by Liffrig, second by Hammes to recess until 6:00 PM, February 9, 2022 for the regular City Council meeting. All in favor, none opposed. Carried.
