The City Council working session was called to order at 6:04 PM by Mayor Chris Hagfors.
Pledge of allegiance was said.
Present: Mayor Chris Hagfors. Council Persons: Erica Young, Jeff Nelson, Mike Hammes.
Others Present: City Engineer Matt Mohs, Matt Sveen, Bob Josselyn, John Clemens, and City Administrator Clerk Karl Nahrgang.
Absent: Councilperson Steve Liffrig.
Motion by Young, second by Hammes to approve the agenda. All in favor, none opposed. Carried.
Matt Sveen of MB Sveen properties presented his plan for a project on his property at 4th Ave. NE and Chestnut St. (Directly south of the manufactured home park.) This project would require removing the private road through that portion of his property.
The City is concerned about the stormwater runoff from the area and access to the homes in that portion of the community. Timelines and options were discussed about time from private road removal, the benefit of the self-storage unit project proposed, the cost of extending 4th Ave., improving stormwater management, the need for coordination between the City, MB Sveen properties, and Wabasha County to improve stormwater management in this area.
Potential funding sources and project timelines were also discussed.
The manufactured home park is zoned R2, a higher density residential area. Self-store/mini-storage units are not a permitted or conditional use. Changes in Land Management Ordinance would need to be made.
Motion by Hammes, second by Nelson to adjourn the Council working session. All in favor, none opposed. Carried.
