Regular Meeting of the Mazeppa City Council

Meeting Minutes

Wednesday, December 10, 2025

The regular meeting of the Mazeppa City Council was called to order at 6:02 PM by Mayor Chris Hagfors.

The Pledge of Allegiance was said.

Present: Mayor Chris Hagfors. Council Persons: Mike Hammes, Erica Young, and Dustin Wiebush.

Others Present: City Attorney Luke Lamprecht, City Engineer Matt Mohs from Bolton & Menk, MMLS Manager Todd Ihrke, Fire Chief Bryce Dohrn, Wabasha County Sheriff’s Chief Deputy Jim Warren, Helen Reiland, Brian Burdick, and City Administrator-Clerk Karl Nahrgang.

Present via electronic meeting: Holly Galbus from the News Record.

Absent: Councilperson Steve Liffrig.

Motion by Wiebusch, second by Young to approve the agenda and the addendum. All in favor, none opposed. Carried.

Motion by Hammes, second by Wiebusch to approve the November 12, 2025, regular Council meeting minutes, the December 3, 2025, Council Special meeting minutes, and the December 4, 2025, quorum minutes. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to close the regular meeting and open the Truth in Taxation hearing. All in favor, none opposed. Carried.

Regular meeting was closed and Truth in Taxation hearing opened at 6:05 PM.

Administrator Clerk Karl Nahrgang reviewed the proposed 2026 tax levy.

Motion by Wiebusch, second by Young to close the Truth in Taxation hearing and re-open the regular Council meeting. All in favor, none opposed. Carried.

Truth in Taxation meeting was closed and the regular Council meeting reopened at 6:15 PM.

Wabasha County Sheriff’s Chief Deputy Jim Warren gave the ICR for the month of November. Council, Attorney Lamprecht, and Chief Deputy Warren discussed procedure for enforcing the City’s nuisance ordinances.

No Public Works report was given.

Fire Chief Bryce Dohrn gave the Fire Department report and presented results of the Fire Department Officer and Fire Relief officer elections.

Motion by Young, second by Wiebusch to approve the Fire Department election of officers. All in favor, none opposed. Carried.

MMLS Manager Todd Ihrke gave the Liquor Store report and thanked the Public Works crew for the prompt snow removal around the MMLS facility.

City Engineer Matt Mohs gave the Engineering update.

Motion by Wiebusch, second by Hammes to approve WWTP pay application 13 for $503,554.75 All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve change order #3 on the Street Utility project for $214,795.75. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve the interest payment of $551.77 to Schumacher Excavating. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to pre-approve street utility pay application 6 for stored material to be used in the 2026 portion of the Street Utility project, not to exceed $150,000.00. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve Amendment 3 to the Owner Engineer agreement for $110,462.00. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve Amendment 4 to the Owner Engineer agreement for $307,499.00. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve Amendment 5 to the Owner Engineer agreement for $48,150.00. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve $1100.00 for soil borings by AET along 5th Ave. lift station force main. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve the Fire Department election of officers. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve pursuit of LMC Navigator grant. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve Resolution 2025-50 in Support of the attaining the Grant Navigator grant. All in favor, none opposed. Carried.

Helen Reiland from the Mazeppa Area Historical Society requested that the Historical Society be allowed to install a driveway cutout in front of the roll up door at the new MAHS building.

Motion by Young, second by Wiebusch to approve a driveway cutout to be installed by the MAHS in front of their building on Walnut St. E. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve the 2026 Tax levy and final budget. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve Resolution 2025-46 transferring $272,333.32 reserves to City operating fund. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve Resolution 2025-47 receiving private grants and subsidies for the Mazeppa Fire Department. All in favor, none opposed. Carried.

1st Reading of Ordinance 45-1.26 Establishing City Fees for 2026.

Motion by Young, second by Wiebusch to approve Resolution 2025-49 accepting a donation from the Mazeppa Lion’s Club. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to table end of year transfers until the January 14, 2025 meeting. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to the 2026 Retainer Agreement with Lamprecht Law for $1900 per month. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve the 2026 Wabasha County Prosecution agreement for $185.00 per month. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to pay the bills and claims. All in favor, none opposed. Carried.

Mayor, Council, and City Attorney all wished the residents of the City a safe and Happy Holiday season.

Motion by Wiebusch, second by Young to adjourn the meeting. All in favor, none opposed. Carried.

Meeting adjourned at 8:00 PM.
