Mayor Elect Chris Hagfors and Councilpersons Elect Steve Liffrig and Erica Young were sworn in at 5:45 PM by City Administrator Karl Nahrgang.

The Special meeting of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present: Mayor Chris Hagfors, Council Persons: Mike Hammes, Erica Young and Steve Liffrig.

Others Present: City Attorney Luke Lamprecht, Elizabeth Deming from Lamprecht Law Office, City Administrator Clerk Karl Nahrgang, Larry Liffrig, Joe Sand John Betcher and Adeline Betcher.

Attending via electronic meeting:
John Clemens and Helen Reiland.
Absent: Councilperson Jeff Nelson.

Motion by Hammes, second by Young to approve the agenda. All in favor, none opposed.

Carried.

Purpose of the meeting was to discuss Parcel R23.00235.00 that Independent School District 2805 is conveying to the City of Mazeppa.

City Attorney Luke Lamprecht stated that the title for this land is not marketable in current form. The School District will make the necessary title corrections. As to not delay conveyance of the portion of block 8 from the City to the School District, the City and School District can enter into an Escrow Holdback agreement, assuring the City that the necessary legal work for R23.00235.00 will be done to complete the conveyance of that parcel to the City.

Motion by Hammes, second by Young to enter into the Escrow Holdback agreement with Independent School District 2805 on parcel R23.00235.00. All in favor, none opposed. Carried.

Motion by Hammes, Second by Liffrig to recess meeting until the next regular City Council meeting at 6:00 PM, Wednesday, January 13, 2021. All in favor, none opposed. Carried.
