July 14, 2021, Regular City Council Meeting Minutes

The regular City Council meeting of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present:             Mayor Chris Hagfors. Council Persons: Erica Young, Mike Hammes, Steve Liffrig, and Jeff Nelson.

Others Present:  City Attorney Luke Lamprecht, City Administrator Clerk Karl Nahrgang, Public Works Director Scott Ellingson, City Engineer Matt Mohs, Elizabeth Deming from Lamprecht Law, Helen Reiland, John Clemens, Mike Papenfuss, Missy Papenfus, Diane Gilsdorf, and Karen DuCharme from SEMMCHRA.

Attending via electronic meeting:   Wabasha County Sherriff Chief Deputy Jim Warren, Bob Josselyn, and Holly Galbus from the News Record.

Motion by Hammes, second by Nelson to approve the agenda and addendum. All in favor, none opposed. Carried.

Motion by Young, second by Hammes to approve the June 9, 2021, Regular City Council meeting minutes. All in favor, none opposed. Carried.

Wabasha County Sherriff’s report was given by Chief Deputy Jim Warren. Also reported that Mazeppa Daze was calm, and no major incidents were reported. Also spoke about the fugitive apprehension and how residents could sign up for Code Red notification.

Helen Reiland from Mazeppa Area Historical Society inquired about potential sale of City land that lies next to the MAHS building to display large artifacts made available to MAHS due to construction at the current school building. City Attorney will explore options.

Public Works Director Scott Ellingson gave the Public Works report. Mr. Ellingson also expressed his thanks to the Mazeppa Daze volunteers for doing a great job of cleaning up after the festivities.

A Fire Department written report was submitted and reviewed by Council.

Mazeppa Municipal Liquor Store update was given by City Administrator-Clerk Karl Nahrgang.

City Engineering update was given by Matt Mohs of Bolton & Menk. Progress on parking changes, WWTP grant request information were among topics presented.

Motion by Hammes, second by Nelson to approve Emergency Response Plan for submission to USDA for WWTP upgrade. All in favor, none opposed. Carried.

Citizen needs:

John Clemens said his mailbox had been vandalized and stolen Saturday night of Mazeppa Daze, and the broken portion anonymously returned on Sunday evening.

Bob Josselyn asked when the City was going to re-inspect the sewer lines for root blockage.

Diane Gilsdorf commented that the Municipal Liquor Store Manager is doing a good job, keeping the MMLS profitable and by holding different events for persons of all ages.

Motion by Nelson, second by Young to approve building permits MZ21-13, Zumbrota Mazeppa Schools/Nexus Solutions – school building addition and remodel. MZ21-14, Jennifer Stephan – AC unit. MZ 21-15, Michael Walton/Above All Roofing – re-roof. All in favor, none opposed. Carried.

1st Reading Ordinance 21-02 establishing permit parking only on the west side of 2nd Ave. SW between Cherry and Pine streets.

Motion by Hammes, second by Nelson to table consideration of Fire Hall roof change and replacement until more quotes are submitted. All in favor, none opposed. Carried.

Motion by Young, second by Nelson to approve Resolution 21-21 Approving Sale of City owned Land within Lot 4, Block 26 in the City of Mazeppa. All in favor, none opposed. Carried.

Discussion of City property adjacent to Moto Proz.

Motion by Nelson, second by Hammes to approve drafting a purchase agreement with Moto Proz on parcel R23.00160.03. All in favor, none opposed. Carried

Motion by Young, second by Nelson to table Administrator Clerk contract. All in favor, none opposed. Carried.

Karen DuCharme from SEMMCHRA proposed beginning a grant application process for housing rehabilitation in the City of Mazeppa.

Motion by Nelson, second by Young to approve Resolution 21-22 Declaring Mazeppa as applicant and partner in proposed housing rehabilitation project. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to approve Resolution 21-19 Authorizing the City to submit a Point Source Implementation Grant application and authorize City officials to execute an agreement on the behalf of the City of Mazeppa. All in favor, none opposed. Carried.

Motion by Young, second by Nelsons to Resolution 21-20 accepting the corona virus fiscal recovery funds under the American Rescue Plan Act. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to approve the bills and claims. All in favor, none opposed. Carried.

The Mayor and Council commented that they felt that Mazeppa Daze festivities went smoothly and thanked Mazeppa Daze volunteers and City staff for doing the work to make the celebration happen.

Motion by Nelson, Second by Hammes to recess until August 4, 2021 at 6:00 PM for a Council Working Session. All in favor, none opposed.  Carried.
