Working Session Meeting of the Mazeppa City Council

Wednesday, July 30, 2025
The Working Session of the Mazeppa City Council was called to order at 6:03 PM by Mayor Chris Hagfors.
Present: Mayor Chris Hagfors. Council Persons Steve Liffrig, Michael Hammes, Dustin Wiebusch, and Erica Young.
Others Present: Holly Leitner, Wanda Schafer, Holly Leitner, Katrina Hagfors, Natalie Gifford Ashley Hudson from Bolton & Menk, City Engineer Matt Mohs and City Administrator-Clerk Karl Nahrgang.
Motion by Hammes, second by Young to approve the agenda. All in favor, none opposed.
Carried.
The working session was to discuss progress on planned walking/biking trails and funding sources.
City Engineer Matt Mohs from Bolton and Menk reported on 2 grants that the City has received from the Minnesota Department of Transportation for the proposed trail project. Safe Routes to School and Local Partnership Program grants have both been awarded to the City for phase 1 of the trail project.
Engineer’s Estimate stated that $390,200 would be covered by a combination of these 2 grants. Ineligible cost to be borne by the City would be $113,800.
The City has flexibility in what budget period the grants would be issued in. The date for engineering work will be autumn 2026 with work to be completed by June 30, 2027. This will give the City, and the Trail Committee volunteers time to dedicate City funds and to solicit outside funds for the project.
Administrator Clerk Karl Nahrgang shared the balances in park/trail reserves. And estimated what could be added from the 2025, 2026, and 2027 budgets, if no other major repairs or projects presented themselves.
Motion by Hammes, second by Liffrig to adjourn the meeting. All in favor, none opposed. Carried.
