Regular Meeting of the Mazeppa City Council Meeting Minutes

Wednesday, March 8, 2023

The regular meeting of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.

The Pledge of Allegiance was said.

Present: Mayor Chris Hagfors. Council Persons Michael Hammes, Steve Liffrig, Dustin

Wiebusch, and Erica Young. Others Present: City Attorney Luke Lamprecht, Wabasha County Sherriff Department Patrol Sargeant Joe Schneider, City Engineer Matt Mohs, Deputy Clerk Sara Betcher, Mazeppa

EDA Chair Jason Hughley, John Clemens, and City Administrator Clerk Karl Nahrgang.

Present via electronic meeting: Holly Galbus from the News Record, and Robert Josselyn.

Motion by Hammes, second by Young to approve the agenda and addendum. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve the meeting minutes for the February 8, 2023 regular City Council meeting. All in favor, none opposed. Carried.

Motion by Hammes, second by Wiebusch to close the regular meeting and open the public hearing. All in favor, none opposed. Carried.

Regular meeting closed at 6:02 PM.

Public Hearing opened at 6:02 PM.

It was explained that the zoning map is referenced in Land Management Ordinance and the ordinance must refer to a dated map that is the official zoning within the City of Mazeppa.

John Clemens was concerned that the map showed parcels in the roadways, a question on a parcel if it should be shown in City limits, and that a portion of his land was shown as river.

Attorney Lamprecht said that parcel maps are not designed to show the roadways, that a GIS model is used to denote the zoning districts, so the imperfections in the GIS map carry across to the zoning map. Zoning maps are used to determine what type of use a parcel may be used for and not for land transactions that require a higher degree of clarity. He also directed the City Administrator Clerk to check with the GIS department at Wabasha County to correct the description issue to the parcel that shows in the City but is noted as part of the township.

Motion by Wiebusch, second by Liffrig to close the public hearing. All in favor, none opposed. Carried.

Public Hearing closed at 6:27 PM.

Motion by Hammes, second by Liffrig to re-open the regular Council. All in favor, none opposed. Carried.

Regular Council meeting re-opened at 6:28 PM.

No Public Works report was presented.

Administrator Clerk Karl Nahrgang read the Fire Department report.

Administrator Clerk Karl Nahrgang gave the Municipal Liquor Store report.

City Engineer Matt Mohs gave the Engineering update.

Administrator Clerk Karl Nahrgang gave the City Hall activity report and an update on the Riverbank Restoration project timeline.

Question to engineer about the feasibility of a storm sewer project be stubbed in while Cherry St. is opened for sanitary sewer line replacement. Engineer will look at options.

Motion by Young, second by Liffrig to approve MZ23-01, 134 Chestnut St. NE -water heater. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to amend the engineering agreement with Bolton and Menk on the wastewater treatment project to include flood plain evaluation work. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to approve the WS Beng and associates bid schedule. All in favor, none opposed. Carried.

Motion by Young, second by Liffrig to table Ordinance 2023-01 approving the new zoning district map. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve renewing liquor liability insurance with Illinois Casualty through Ebner Insurance. All in favor, none opposed. Carried.

Motion by Young, second by Hammes to set the Board of Equalization hearing for 6:00 PM April 12, 2023. All in favor, none opposed. Carried.

Motion by Young, second by Liffrig to renew the liquor license and Sunday liquor license for Mazeppa Inc. dba/ Leo’s Sports Bar and a club liquor license and Sunday club liquor license for American Legion Post 588. All in favor, none opposed. Carried.

Motion by Hammes, second by Wiebusch to schedule City Cleanup day for 9:00 AM – 11:00 AM Saturday April 29, 2023. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young approving Resolution 2023-12 Closing portions of Walnut St. and 2nd Ave. NE for Cleanup day. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch approving Resolution 2023-13 issuing a temporary liquor license to the Mazeppa Municipal Liquor Store to provide bar service for an event at the Mazeppa Community Center. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig approving Resolution 2023-14 calling for a Public Hearing to set TIF district 1-3. All in favor, none opposed. Carried.

EDA Chairman Jason Hughley presented the EDA’s plan to encourage building of affordable homes for sale in Mazeppa and requested a line of credit from the City for land purchase to move the plan forward.

Terms were discussed.

Motion by Wiebusch, second by Young approving line of credit up to $120,000 to the Mazeppa EDA, not longer than 10 years at 3% interest. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to pay the bills and claims. All in favor, none opposed. Carried.

City Attorney went over the issues found in the Pay Equity Study for the State of Minnesota. He asked the Administrator Clerk to send the updated pay numbers after the approved pay increase so he could use more up to date information to determine any pay changes necessary to comply with State of Minnesota requirements.

Wabasha Count Patrol Sargent Joe Schneider presented the Incident Command Report for February.

Council thanked those who were able to attend Mr. Glander’s retirement celebration.

Motion by Hammes, second by Wiebusch to adjourn the meeting. All in favor, none opposed. Carried.
