Meeting Minutes

Tuesday, May 27, 2025

The Working Session of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.

The Pledge of Allegiance was said.

Present: Mayor Chris Hagfors. Council Persons Erica Young, Michael Hammes, and Dustin Wiebusch.

Others Present: City Engineer Matt Mohs, Matt Sveen, Sveen, John Clemens, and City Administrator-Clerk Karl Nahrgang.

Absent: Councilperson Steve Liffrig.

Motion by Wiebusch, second by Hammes to recess the meeting. All in favor, none opposed. Carried.

Matt Sveen of M-B Properties and the Mazeppa City Council discussed expectations and timelines for a City project to move 4th Ave. NE into the platted right-of-way, the routing of stormwater across the M-B Sveen property to maintain watershed continuity.

Administrator-Clerk Karl Nahrgang went through the 2025 Street Repair budget of $127,080. $11,251 has been spent though May, $93,721 is allocated to projects, and $33,359 available for 2025.  He speculated that the 2026 and 2026 budgets would run between $110,000 and $120,000. The City could be prepared to proceed with the 4th Ave. project in 2027.

City Engineer Matt Mohs estimated that project cost would subject to an increase of 5 – 10% to wait until 2027.

Matt Sveen has stated that M-B Sveen properties would contribute $50,000 to the project and would have his engineering firm to work with the City engineer to improve stormwater flow in the area.

Councilperson Dustin Wiebusch pointed out that Wabasha County is planning to improve County Road 54 (Chestnut St.) in 2027 so that the area south of Chestnut and 6th Ave. would be improved at that time. The downstream portion of the watershed is scheduled for improvement in conjunction with other projects this summer, so this entire watershed would be improved.

City Engineer Matt Mohs said that it would depend on total project cost (over/under $175,000) if it would require a formal Request for Proposal or if quotes could be solicited.

Mayor Chris Hagfors asked how M-B Sveen Properties could start their project without disturbing the current road.

Mr. Sveen said he may be able to get a couple of the lots planned set up with temporary access, or he may wait for the City to begin his project.  He also said that his current lift station would service the additional lots, but if he added to the property in the future, he may have to add infrastructure.

There was discussion of potential infrastructure solutions for a phase 2 expansion.

Mr. Nahrgang will speak to City Attorney Luke Lamprecht about producing a draft agreement to address the issue by the next meeting.

Motion by Hammes, second by Young to adjourn the meeting. All in favor, none opposed. Carried.
