September 8, 2021, Regular City Council Meeting Minutes

The regular City Council meeting of the Mazeppa City Council was called to order at 6:03 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present:             Mayor Chris Hagfors. Council Persons: Erica Young, Jeff Nelson, Mike Hammes, and Steve Liffrig.

Others Present:  City Attorney Luke Lamprecht, City Administrator Clerk Karl Nahrgang, City Engineer Matt Mohs, Helen Reiland, John Clemens, Bob Josselyn, Dustin Wiebusch, Pam Clink, and Phil Olson.

Attending via electronic meeting: Wabasha County Sherriff’s Deputy Joe Schneider, Holly Galbus from the News Record.

Motion by Nelson, second by Hammes to approve the agenda and addendum. All in favor, none opposed. Carried.

Motion by Young, second by Nelson to approve the August 11, 2021, Regular City Council meeting minutes and the August 23, 2021, Special meeting minutes. All in favor, none opposed. Carried.

Motion by Hammes, second by Nelson to close the regular Council meeting. All in favor, none opposed. Carried.

Regular Council meeting closed at 6:04 PM.

Motion by Hammes, second by Nelson to open the Public Hearing. All in favor, none opposed. Carried.

Public Hearing opened at 6:05 PM.

City Attorney Luke Lamprecht and Administrator Clerk Karl Nahrgang discussed the corrections for spelling and continuity that have been sent back to W.S. Beng and associates before the second reading. The updates in procedures were explained and suggested that a set date for implementation of the updated Land Management Ordinance be in the published public announcement upon passage.

Motion by Nelson, second by Liffrig to close the public hearing. All in favor, none opposed. Carried.

Public Hearing closed at 6:15 PM.

Motion by Nelson, second by Young to re-open the regular City Council meeting. All in favor, none opposed. Carried.

Regular City Council Meeting re-opened at 6:16 PM.

Wabasha County Sherriff’s Deputy Joe Schneider gave a brief report. Written ICR will be sent later for public record. Council asked for Sherriff’s office to be aware of speed issues on 4th Ave. NE and 3rd Ave. NE and dirt bike activity on 1st Ave.

Administrator Clerk Karl Nahrgang presented an abbreviated Public Works and Municipal Liquor Store report.

No Fire Department report was presented.

City Engineer Matt Mohs updated the Council on projects in process, including meetings with members of the original Comprehensive Plan committee and presented a proposal to update and extend the City’s comprehensive plan.

Motion by Hammes, second by Liffrig to approve the proposal to update and extend Comprehensive Plan for the City of Mazeppa at a cost not to exceed $10,000. All in favor, none opposed. Carried.

Citizen needs included questions on finishing the seeding, finishing and asphalt on the 2nd Ave. NE culvert replacement, clarifying the areas of plowing and snow hauling that Wabasha County pays the City for according to Wabasha County’s website, and a camera inspection and potential cleaning of historically problematic sewer lines in the area on 3rd Ave. NE and Oak St.

Phil Olson approached the Council to give background information on his intent to request an annexation of 3.2 acres into the City of Mazeppa.

Dustin Wiebusch asked for clarification of/disagreement with setback information in Mazeppa Land Management Ordinance about front property lines and road rights-of-way.

Motion by Nelson, second by Young to approve building permit 21-19 to Michael Walton for a re-roof. All in favor, none opposed. Carried.

Second Reading of Ordinance 2021-02 allowing for permit parking only on a portion of 2nd Ave. SW.

Motion by Nelson, second by Young to approve Ordinance 2021-02 allowing for permit parking only, on a portion of 2nd Ave. SW. All in favor, none opposed. Carried.

Motion by Hammes, second by Young to accept the quote of $69,881.21 from Bryce Dohrn Construction to redesign and replace the fire hall roof. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to approve correction for the dates the agreement will be in force to match the language describing the period (25 years) in the license agreement with the Mazeppa Area Historical Society. All in favor, none opposed. Carried.

Motion by Nelson, second by Liffrig to approve the sludge hauling contract with West Central Biosolids. All in favor, none opposed. Carried.

Motion by Young, second by Nelson to approve replacing the toilets in the Mazeppa Community Center. All in favor, none opposed. Carried.

Motion by Nelson, second by Young to approve Resolution 21-24 approving an off-site, temporary liquor license to the Mazeppa Liquor Store to provide alcohol service at an event at the Mazeppa Community Center. All in favor, none opposed. Carried.

Preliminary levy and budget will be voted on after meeting recess.

Motion by Nelson, second by Hammes to approve Resolution 21-25 Certifying Past Due water sewer bills to be assessed to property tax. All in favor, none opposed. Carried.

Motion by Nelson, second by Hammes to pay the bills and claims. All in favor, none opposed. Carried.

City Attorney Luke Lamprecht said there has been progress on the title for the riverside parcel lying the north of Herb Vik Park.

Council persons Erica Young and Michael Hammes noted a thank you to Public Works back up staff, Dan Nelson for the great job filling in while regular staff was restricted and away due to injury and illness.

Council person Jeff Nelson inquired if anyone knows of business space that could be rented for a potential local retail business.

Motion by Nelson, second by Young to recess the meeting until September 15, 2021 at 6:30 PM. All in favor, none opposed. Carried.
