Council Working Session Meeting Minutes

The City Council working session meeting of the Mazeppa City Council was called to order at 6:01 PM by Mayor Chris Hagfors.
Pledge of allegiance was said.
Present: Mayor Chris Hagfors. Councilpersons: Erica Young, Dustin Wiebusch, and Mike Hammes.
Others Present: City Administrator Karl Nahrgang, City Engineer Matt Mohs, and John Clemens.
Present via electronic meeting: Robert Josselyn.
Absent: Councilperson Steve Liffrig.
Motion by Hammes, second by Young to approve the agenda. All in favor, none opposed.
City Engineer Matt Mohs explained the Wastewater Treatment Plant replacement project financing sources and timeline.
Estimated total cost of the project: $15 million.
Loan amount (ability to pay based on community median household income): $ 6 million.
Grant/unknown funding: $ 6 million.
Point Source Implementation Grant $ 3 – 6 million.
The grant/unknown funding amount may vary and may involve negotiation to know how much each agency, or the community may be responsible for.
2010 Census data showed a significantly lower median household income figure, so the City moved forward to get its initial application submitted before the deadline to be able to use those lower household income figures, allowing for a larger grant.
Rural Development Administration (RDA) expects the interest rate to move up 0.375 to 0.50 percent. The goal now is to get the next step in the application process completed by March 31, 2022 to secure for the lower interest rate.
After consulting with RDA about the scope of the project, it would be advantageous to keep the collection system repair portion of the project in place. To keep this part of the project in place, the submission will need to have soil borings in the areas that the sewer mains need replacement and to add that to the next regular meeting agenda.
Mr. Mohs said he will work with the City to have several outreach events to inform the community of the project.
The estimated time from start to completion of the project would be 18 months for the plant and one summer for the sewer main replacement.
Administrator Clerk Karl Nahrgang relayed to the Council that the Planning and Zoning committee had chosen to wait to set a public hearing on changing the zoning for the area the trailer park until other property matters in this area are resolved.
Motion by Hammes, second by Young to adjourn until 6:00 PM, March 9, 2022 for the regular City Council meeting. All in favor, none opposed. Carried.
