April 13, 2022, Regular City Council Meeting Minutes

The regular City Council meeting of the Mazeppa City Council was called to order at 6:02 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present:             Mayor Chris Hagfors. Councilpersons: Erica Young, Dustin Wiebusch, Mike Hammes, and Steve Liffrig.

Others Present:  Wabasha County Sherriff’s Chief Deputy Jim Warren, City Attorney Luke Lamprecht, City Engineer Matt Mohs, Elizabeth Deming from Lamprecht Law Office, John Clemens, and City Administrator Karl Nahrgang.

Attending via electronic meeting: Holly Galbus from the News Record.

Motion by Young, second by Liffrig to approve the agenda and addendum. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to close the regular meeting. All in favor, none opposed. Carried.

Regular meeting closed at 6:03 PM.

Motion by Young, second by Wiebusch to convene the Local Board of Equalization Hearing. All in favor, none opposed. Carried.

L.B.O.E. Hearing opened at 6:04 PM

Motion by Hammes, second by Young to recess the Local Board of Equalization meeting until April 27, 2022 at 6:00 PM. All in favor, none opposed. Carried.

L.B.O.E. hearing recessed at 6:05 PM.

Motion by Young, second by Wiebusch to open the regular meeting. All in favor, none opposed. Carried.

Regular meeting re-opened 6:06 PM.

Motion by Hammes, second by Liffrig to approve the March 9, 2022 Regular City Council meeting minutes, March 29, 2022 Council quorum minutes. All in favor, none opposed. Carried.

Wabasha County Sheriff’s Chief Deputy Jim Warren presented the Incident Command Report for March to the Council. Discussion was had regarding complaints about an off-road motorcycle “hot-rodding” on Mazeppa streets and about pickups and other vehicles droving in Herb Vik park off limits to vehicles.

Administrator Clerk Karl Nahrgang read the Mazeppa Public Works report, the Mazeppa Volunteer Fire Department report, and the Municipal Liquor Store report.

City Engineer Matt Mohs gave an engineering summary.

Administrator Karl Nahrgang gave the City Hall activity report.

John Clemens gave information to the Council about a culvert under the driveway at 837 3rd Ave. NE was crushed and water is running across the driveway at that location.

Council also suggested if someone was coming in to look at that culvert, to see what can be done to get the water to flow over /or under Beech St. more efficiently.

Motion by Young, second by Liffrig to approve Building Permit M22-02, New Home – 1590 Riverbluff Rd. SE. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve Resolution 2022-19 Approving State of Minnesota Joint Powers Agreement with the City of Mazeppa on behalf of its City Attorney. All in favor, none opposed. Carried.

Motion by Hammes, second by Young to accept the resignation of Joe Sand from the Economic Development Authority. All in favor, none opposed. Carried.

Council expressed gratitude to Mr. Sand for his service to the City of Mazeppa.

Mayor Hagfors nominated Jason Hughley to fill the vacant seat on the Economic Development Authority.

Motion by Hammes, second by Liffrig to approve the nomination of Jason Hughley to fill the vacant seat on the Economic Development Authority. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Hammes to accept the resignation of Chris Hagfors as the Chairman of the Economic Development Authority. All in favor, none opposed. Carried.

Mayor Hagfors will remain as a regular voting member of the Economic Development Authority.

Mayor Hagfors nominated Jason Hughley to the Chairmanship of the Economic Development Authority.

Motion by Young, second by Wiebusch to approve nomination of Jason Hughley to the Chairmanship of the Economic Development Authority. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to hold a special meeting of the Mazeppa City Council on April 27, 2022 at 6:00 PM to vote on the Olson Scenic Heights preliminary plat. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Hammes to approve Resolution 2022-20 Certifying Delinquent water-sewer accounts to be assessed to 2023 property tax. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve Resolution 2022-21 closing the intersection of 3rd Ave. NW and Maple St. on May 30, 2022 for Veterans Memorial Day observance. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve the bills and claims. All in favor, none opposed. Carried.

Council thanked Joe Sand for his service to the Economic Development Authority and Andrew Piva for his work to maintain the ice rink this winter. Council also asked if there is a complaint log at City Hall, and if it could be shared with Council regularly so they can have a better feel for potential issues in the community.

Motion by Wiebusch, second by Young to recess the meeting until Saturday, April 23, 2022 at 09:00 AM for park clean up. All in favor, none opposed. Carried.
